Attention of all the authorized couriers operating with Express Industry Council of India, New Courier Terminal, I.G.I Air POTL New Delhi , Airlines and other concerned, is invited to the Public Notice No. 01/2019 dated 07.05.19 , as amended, issued by this office, wherein, it is prescribed that CBE-XII gift shipments consigned to the any part of the country other than Northern Zone Covering Delhi, Haryana, Punjab, Himachal Pradesh, Jammu Kashmir, Uttar Pradesh and Uttaranchal, shall be allowed clearance on transhipment for Customs clearance by the nearest Courier Terminal based on the consignee address. 2. The Transhipment of gift shipments shall be carried out in terms of the provisions of Goods Imported (Conditions of Transhipment) Regulations, 1995 hereinafter referred to as Transhipment Regulations ). In terms of Regulation 3 of Transhipment Regulations, following procedure is laid down for the purpose of transhipment of gift Shipments. 3.1 An appropriate bond (herein after referred to as Transhipment Bond ) in the form annexed herewith shall be executed low authorised courier for compliance of law and procedure relating to transhipment. The amount of bond shall be equivalent to the monthly average value of gift shipment taken on the basis of gift shipments imported by the authorised courier in the last three months, In case where no gift shipment have earlier been imported, the bond value shall be equal to the value of gift shipments intended to be imported in a month by the courier. The transhipment bond shall be executed by the Courier With such amount of surety/security as may be specified, if any, shall be valid for one. year. 3.2 The goods ought to be transhipped, in terms of this Public Notice, should be mentioned in Import Manifest or the import report, as the case may be, for transhipment to any Customs station. 3.3 On arrival of flight, the Transhipment cargo is to be segregated at Custodian s premises. 3.4 For Transhipment of cargo, the carrier/console agent is required to file an application for transhipment of cargo, consigned to another airport, Cargo Transfer Manifest (CTM) prepared by the carrier/console agent, as the case may be, may itself be treated as application for transhipment. Separate CTMs may be prepared destination-wise. Such transhipment should be approved by the proper officer for the purpose of record. 3.5 These transhipment goods shall be subjected to x-ray screening by an authorized representative of Custodian. 3.6 The receiving Airlines should prepare its cargo manifest. The value of transhipped cargo should be debited from the Transhipment Bond. 3.7 Customs al destination airport will acknowledge the receipt of the cargo and send back the acknowledgement manifest through the courier. The courier should produce such acknowledgement at this airport within 10 days of transhipment. On the basis of such acknowledgement the Transhipment Bond would be re-credited. 3.8 The, bags containing the imported goods to be transhipped should be durable. These packages or individual packages as the case may be, shall be sealed with the Customs department seals by the proper officer and in the presence of an accredited representative of the courier. 3.9 As specified under Regulation 4 of the Transhipment Regulations, a fee of twenty rupees in respect of each application for transhipment of the goods shall be charged. 3.10 The courier shall maintain records and registers in respect of transhipment of goods and shall submit them for inspection as and when directed by the proper officer. 3.11 It shall be ensured that Import General manifest (containing the details of import goods so carried) duly attested and sealed by the Customs shall be carried by the pilots of the flights carrying the said goods and handed over to the proper Customs authorities at the Customs station of destination in India. 3.12 The courier shall carry out the instructions issued from time to time by the proper officer to ensure safe custody and transportation of imported goods to be transhipped, due arrival of such imported goods at their respective destination and receive acknowledgements of the proper officer at those destination.
